IBNER (Incurred But Not Enough Reported) is an insurance accounting term that refers to a reserve for reported claims that are likely to increase in cost. It accounts for claims that are under-reserved at the time of first reporting.  These reserves help insurers stay financial repared as claims evolve over time and new information emerges.
